The city of Luxembourg, also known as Luxembourg City, is a commune with city status, and the capital of the Grand Duchy of Luxembourg.
In 1987 he was elected to the communal council of Esch-sur-Alzette, and in 1994 he was elected to the Chamber of Deputies as a Christian Social People's Party (CSV) candidate.
James Schwebach was born at Platen, in the Préizerdaul commune of the Grand Duchy of Luxembourg, to Nicholas Joseph and Margaret (née Busch) Schwebach.
He sat in the Chamber of Deputies between 1969 and 1984 (excepting the five years he spent as a minister), and in the communal council of Luxembourg City (1969 – 1974).
The CSV won pluralities across almost all of the country, winning more votes than any other party in 86 of the country's (then) 118 communes.
He is currently the Mayor of Pétange, a commune in the far south-west of the country, standing for the Christian Social People's Party (CSV).
It is named after René 'Boy' Konen, the Minister for Public Works under Pierre Werner and a member of Luxembourg City's communal council.

The tunnels are named for the hill through which they pass, near the town of Gosseldange, in the commune of Lintgen.
